Procurement strategy language education and participation pathways
In the run-up to the introduction of the Integration Act 2021, all municipalities in the Netherlands procured language education and participation programs. New ways of organizing, purchasing and collaborating were being sought everywhere. The municipalities of Hollands Kroon, Den Helder and Schagen had great ambitions in that area - but how to realize them?
OpenEmbassy spoke with the field of providers and explored opportunities for collaboration. Using this and the Indicators of Integration, a procurement strategy was drawn up. The resulting integration coalition united opposing interests and provided much-needed innovation. Thus, the region was ready not only to implement the Wi'21, but also to realize its purpose: fast and full participation, preferably through a paid job.
