The new Integration Act is bringing about significant changes for municipalities. Those responsible for implementing the Act are crucial to its success. That is why we developed a learning program for customer managers, commissioned by Divosa.

Key role of integration for municipalities

The new Integration Act, which comes into force on July 1, 2021, will bring about many changes in the way newcomers to the Netherlands find their place in society. The municipality will play a key role in this, as it will be responsible for managing the integration process. This means that there will also be many changes for those implementing the policy, often referred to as client managers or client coordinators.

Developing learning pathways for customer managers

Divosa, responsible for supervising the implementation of the new law, OpenEmbassy to develop an online learning program to equip customer managers for their new role. In collaboration with the Verwey Jonker Institute and Vogelperspectief, among others, a five-day training course was developed. This was tested in the fall of 2020 with one municipality and a group of customer managers on the basis of open enrollment, in collaboration with ITTA and Pharos.

 

 

Results & insights

The training program for client managers under the Integration Act covers various topics. These include the Act itself, the relationship with the person integrating, what it means to be "in control," and the PIP, the plan that will be drawn up with all newcomers from July 1, 2021.

Peer-to-peer learning and personal plan

Between learning sessions, participants engage in discussions with their policy colleagues and work on their own Personal Plan. There is a strong focus on peer-to-peer learning, and the entire program has been developed from a change management perspective. This means that not only the participants, but also the organization as a whole, are engaged in learning. Divosa offers the learning program.
