COA Quality Framework
COA
Expert pools, reporting
On behalf of the COA, we use expert pools to gather insights and experiential knowledge from former residents for the COA's quality framework. The so-called "10 golden rules" are central to this. We start by clarifying what insights the COA would like to gather. We then translate this into substantive research questions and appropriate working methods. We discuss the 10 golden rules in two expert pool meetings. We also consider the question: 'What else do you think determines the quality of the COA that does not fit within one of the golden rules?
What does high-quality childcare mean to residents?
1. Focus on residents
Good reception starts with residents who feel seen and heard. Their needs and perspectives are actively incorporated into policy and implementation.
2. People-centered approach
COA staff act openly, respectfully, and without abusing their authority. Equal relationships and genuine attention reinforce the feeling of safety.
3. Clarity and reliability
Rules are applied consistently and fairly. Residents understand decisions better when they are explained transparently.
4. Equal access to facilities
Facilities must be accessible to everyone. Think of living expenses and travel allowances—with an eye for unequal starting positions.
5. Accessible information
Complete and understandable information in their own language, at the right time, helps residents with life in and after the asylum seekers' center.
6. Cooperation in the chain
Good reception requires coordination between the COA, IND, VWN, municipalities, and healthcare providers. Poor transfer leads to stress and mistrust.
7. Social safety and living environment
A safe and inclusive living environment—both physical and social—is crucial. Pay attention to group dynamics, shared spaces, and the method of supervision.
