Project description

How can we help solve the crisis in reception and housing for newcomers? How can we make room in the stalled process of linking and allocating housing so that the reception is relieved and people can start their integration quickly? And how can we create more autonomy for everyone in the chain, both newcomers and professionals? 

Opportunities housing process newcomers

Based on these questions, we are investigating an innovative approach to the housing process of newcomers in the Netherlands, together with the social designers of Afdeling Buitengewone Zaken. We learn by doing, put the experience of newcomers central and involve all stakeholders wherever possible. Connecting different perspectives creates opportunities for improvement and accelerated housing. We share these lessons locally and then nationally to contribute to a better housing system.

Results & insights

We spoke with employees of COA, municipalities, TakeCareBnB, and especially with people and residents in emergency shelters and AZCs. And we designed solutions, strategies and models to actually achieve innovation. From this came two main key insights:

  • There is a divided responsibility in the chain for COA and municipalities. This creates a lack of knowledge and understanding of effects across the process by the individual parties. While good housing requires collectivity.
  • Newcomers lack autonomy, even though this is essential to feel at home somewhere (later).

Bundled insights and advice

The housing process consists of several interrelated phases. For each phase, we combined our insights. This way it is immediately clear which parties play an important role in the current process and where we see opportunities for the future. We publish all insights and ideas on the website www.socialesteen.nl. We also advise COA, The Hague municipality and the municipalities of the province of Utrecht on the possibilities.
