Day 1: Understanding integration policy and practice

  • Explore the Indicators of Integration (IoI) Framework and its application across international contexts.
  • Participate in a case study analysis and workshop on evidence-based policy-making using real data and expert pools.
Introduction

Introduction to the Indicators of Integration (IoI) Framework and its policy implications. An overview of how the I-o-I model is applied to measure migrant integration in the international context, focusing on key indicators such as employment, housing, health, and social cohesion.

  • Session topics: Policy theory vs. practical application, challenges in migrant integration, identifying policy gaps and aligning integration strategies with evidence-based practices.
  • Interactive element: Case study analysis of I-o-I application in Dutch municipalities (e.g., Utrecht, Almere), followed by discussions on potential policy adaptations based on current challenges.
  • Afternoon: Workshop on evidence-based policy-making and the role of multidisciplinary data. How qualitative and quantitative data (such as  OpenEmbassy’s expert pools) shape migration policies?

  • Expert pools: How newcomers’ experiences are used to adjust and improve local integration policies, with a focus on policy-relevant insights for decision-makers.
  • Hands-on exercise: Participants, along with experts, carry out an expert pool. This includes steps on designing targeted research questions, best practices for community engagement, and structured guidelines for policy impact assessment.

Day 2: Economic and social integration strategies

  • Delve into labor market integration as a pathway to economic and social participation, with practical insights from OpenEmbassy’s MAP program.
  • Learn strategies for fostering social networks and creating mentorship models that support integration.
  • Take part in simulations and interactive workshops to design context-specific programs for migrant communities.

  • Analyzing the policy and strategic implications of OpenEmbassy’s Labor Market Integration program (MAP) and its impact on employability and social participation.
  • Glancing at sub-indicators in the work dimension.
  • Session topics: Importance of labor market insights in professional development for migrants, policy approaches to removing employment barriers.
  • Interactive element: Simulation on designing a labor market participation program for migrant communities, incorporating policy feedback loops for program adaptation.
  • Via the importance of social and governmental organizations, participants explore the policy benefits and frameworks supporting strategies for fostering social networks that support the integration process.
  • Mentoring programs: Role of mentorship in supporting social and economic integration, with case studies on successful mentorship initiatives and their policy outcomes.
  • Hands-on exercise: Create a mentorship model based on participants’ local context and resources, including strategies for scalability and policy endorsement.

Day 3: Monitoring, evaluation, and policy impact

  • Understand how to monitor and evaluate integration initiatives effectively, using lessons from real-world projects.
  • Draft an M&E plan tailored to integration programs, focusing on data utilization for policy refinement.
  • Visit active social migration initiatives in Amsterdam to gain firsthand experience and insights.

  • Morning: Monitoring and Evaluation (M&E) of integration initiatives.
  • Policy-focused lessons from OpenEmbassy’s monitoring projects (Utrecht, Enschede, and Almere).
  • Focusing on the use of qualitative research methods to assess integration progress.
  • Session topics: M&E frameworks for integration programs, aligning M&E with policy objectives and using findings for advocacy.
  • Interactive element: Participants draft an M&E plan for a sample integration project, with feedback loops for policy refinement.
  • Afternoon: Visiting various social migration initiatives in Amsterdam. Field visits and policy dialogues.

  • Gaining insights from at least two migration organizations operating in different fields, with follow-up discussions on best practices and recommendations for policymakers.
