Project description

We conducted qualitative monitoring and evaluation for the municipality of Utrecht to better tailor municipal policy to people who are required to integrate. To this end, we operationalized the municipality of Utrecht's ambition. We then translated this into indicators to measure it and mapped out what data is needed for this and what is already available.

Indicators of Integration
To this end, we used the evidence-based model of Indicators of Integration, applied by OpenEmbassy the Dutch context. Our action research in recent years has provided insight into which specific components of, for example, 'healthcare' are necessary for integration, such as access to a general practitioner and the presence of interpreters in healthcare. We supplement this with more specific Utrecht indicators that do justice to the local context. 

Results & insights

  • A statement about the ambition, agreed upon by the municipality and its partners.
  • The ambition translated into indicators that can be used to steer implementation, policy, and governance in a meaningful way.
  • A choice of specific types of data to measure the indicators.
  • An approach to collecting that data and continuously giving it meaning, together with your own organization, with newcomers, and with partners.
