Participating from day one - Arnhem

The municipality of Arnhem is working with COA to organize a larger number of reception places for newcomers with a refugee background. The ambition of the city council is that current and future residents of these reception places can participate fully and become part of society from day one. This ambition for a continuous line from day one (from asylum procedure to integration and the time thereafter), applies regardless of the probability of the asylum procedure. And regardless of whether or not people are ultimately assigned to the Municipality of Arnhem for housing.

Exploratory research throughline from day one

As an external explorer, we are conducting research on this ambition and issuing an opinion on its realization. Broadly speaking, the research consists of the following steps:

• Further crystallizing ambition.
• Mapping what is already present in Arnhem. We do this by talking to organizations and key people in the city and organizing an expert pool with Arnhem newcomers.
• A comparison of the ambition and the current situation: where are the gaps, what is needed to fill them, and who can and will play what role in this?
• Finally, we write an opinion on what is needed to move from the current situation to the ambition.
