The demand for workers in the agricultural sector in the municipality of Hollands Kroon, is partly met by workers from EU countries. These are often countries where salaries are lower than in the Netherlands, such as: Poland, Romania, Moldova, Bulgaria, Hungary and Latvia. The work match is often done through employment agencies that also arrange housing and the necessary administration for people.
National figures show that about 50 percent of EU migrant workers would like to stay in the Netherlands. The Municipality of Hollands Kroon sees that they could become new residents in the short or long term. This could be a desirable scenario, as the aging population is still in play and there is tightness in the labor market within various sectors.
Together with the municipality of Hollands Kroon, we are researching the integration of EU labor migrants. What makes them want to and be able to settle in the municipality? How can they develop in their careers? How can they become part of the local society? We are investigating this with action research and 2 expert pools, followed by a design session and action agenda.
We conduct participatory research and offer individual support to around 10 individuals who have practical questions about finding their way in the municipality. Together, we look for solutions. This teaches us more about the obstacles and opportunities they encounter. In two expert pools, a group of experts advises the municipality based on their own experiences as EU migrant workers. All insights from the research are brought together in a joint design session, in which we ensure a smooth transition from knowledge to application. Together with relevant actors in the field, we draw up an action agenda.
The study was sent to the city council as an appendix, along with two documents that used insights from our study as input: a policy framework for migrant workers and policy rules for housing providers. In addition, organizations and citizens can provide input on these documents online.
