When people are placed outside the mainstream system, they often experience a sense of insecurity that makes it extra difficult to effectively contact official agencies.
People who are undocumented are left out of the system and, in many cases, disappointed in both governments and organizations. Combined with the fact that people are extra careful with their privacy and identity for security reasons, this makes the starting position (entirely understandably) distrustful. We saw this especially among people who were already somewhat older and had been staying in the Netherlands for a longer period of time.
